Former Atlanta Housing Authority executive sentenced for fraud involving housing and pandemic relief

Tracy Jones, a former Senior Vice President at the Atlanta Housing Authority, was sentenced on May 20 to nine months in prison, followed by nine months of home detention and 15 months of supervised release, after pleading guilty to conspiracy to commit theft of government funds, wire fraud, and credit application fraud. Jones was also ordered to pay $65,598.80 in restitution and a fine of $63,546.

The case underscores concerns about abuse of public assistance programs intended for low-income families and pandemic-affected businesses. Authorities said that Jones used her senior position at the housing authority to divert federal funds meant for vulnerable communities.

“Theodore S. Hertzberg held the position of United States Attorney for the Northern District of Georgia,” according to the official website. Hertzberg said, “Jones violated the trust of the community, the taxpayers, and the needy families she was supposed to assist, using her senior position at one of the largest housing authorities to steal limited public funds. Her theft of that money meant other members of the community went without much-needed relief. Our office will continue to vigorously act to hold people like Jones, who violate the public trust and pilfer from the treasury, accountable.”

Special Agent in Charge Jerome Winkle with HUD’s Office of Inspector General said: “Tracy Jones abused a position of trust by diverting funds from multiple federal programs, undermining assistance intended for vulnerable communities and struggling businesses during the pandemic. HUD OIG will continue to work with the U.S. Attorney’s Office and our law enforcement partners to aggressively pursue those who exploit HUD-funded programs for personal gain.”

According to prosecutors and court documents: From April 2017 until her guilty plea in February 2026, Jones oversaw one of America’s largest Section 8 voucher programs as Senior Vice President at Atlanta Housing Authority. She admitted falsifying forms so family members could receive Section 8 payments for living in her rental property—actions prohibited by program rules—and concealing her identity through fake names and shell companies. She improperly obtained more than $36,000 from Section 8 funds while also obstructing investigations by submitting false affidavits.

In addition to defrauding housing assistance programs, authorities say Jones used shell companies to collect over $27,000 from COVID-19 relief efforts administered by Small Business Administration (SBA), making false claims about business operations on applications.
