Georgia agriculture department files felony charges in Pike County horse neglect case

The Georgia Department of Agriculture (GDA) Law Enforcement Division has filed 10 criminal charges, including four felonies, against Ashley Wilson of Pike County after investigating an alleged case of severe horse neglect in Concord, Georgia. The announcement was made by Georgia Agriculture Commissioner Tyler J Harper.

“We have zero tolerance for animal abuse in the State of Georgia,” said Georgia Agriculture Commissioner Tyler J Harper. “I’m proud of the work our officers did to rescue these horses from an abusive situation, and we are also grateful to the volunteers and partners who stepped in to help care for and rehome these animals.”

According to the GDA Law Enforcement Division, on November 16, 2025, a report was received about possible neglect. The investigation found that ten horses had been moved to a pasture in Concord about one week earlier without food, water, or proper grazing available. The animals were already in poor condition when they arrived at the location. Due to the lack of care, one horse died.

Officers rescued the remaining nine horses and worked with volunteers to find them new homes. Investigators also located two more horses from the same herd at another site and arranged for their rehousing as well.
