State Representative Carmen Rice of Columbus has announced the implementation of several new laws passed during the 2025 legislative session, effective July 1, 2025. These laws, signed by Governor Brian Kemp, aim to reduce taxes and insurance costs, improve education quality, and enhance public safety.
House Speaker Burns from Newington stated, “The visionary leadership of my fellow House members this year will keep our most precious asset – our children – safe.” He emphasized that this year’s reforms address school violence’s root causes by increasing mental health service access and ensuring children are supported when changing school districts.
Rep. Rice expressed her commitment to Georgia’s youth: “Our children are Georgia’s future, and I am committed to advocating for their education, safety and success.” She highlighted HB 268 for school safety, which strengthens penalties for threats against schools and establishes an Office of Safe Schools along with a statewide behavioral response system.
During the legislative session, Rep. Rice co-sponsored House Bill 340—the Distraction-Free Education Act—banning cell-phone use in K-8 classrooms to boost academic performance and social interaction while reducing bullying. She also backed legislation modernizing the 911 system, enhancing fentanyl trafficking penalties, cutting taxes, safeguarding fertility treatment access, and adjusting Georgia’s civil justice system.
In preparation for the next legislative session, Rep. Rice was appointed by Speaker Burns to join the House Study Committee on Improving Access to Internal Medicine in Underserved Areas. Other study committees will explore topics such as reducing mandates on school administrators and examining insurance rates.
