Newly passed bill authored by State Sen. Sonya Halpern aims to revise the Atlanta Independent School System’s governing Act by changing appointment processes, qualifications, and oversight for key positions after winning approval in both chambers, according to the Georgia State Senate.

It passed both chambers as of Thursday, April 2, clearing the House by a vote of 94-75 and the Senate by a vote of 49-0.

The bill, introduced as SB601 on Wednesday, Feb. 25 during the 2026 regular session of the 158th General Assembly, was formally described as: ’Atlanta Board of Education; residency limitations on qualifications for employment of the executive assistant to the board, chief financial officer, and internal auditor; remove’.

The bill was co-sponsored by Rep. Bryce Berry (Democrat-56th), Sen. Sally Harrell (Democrat-40th), and Sen. Jaha Howard (Democrat-35th), along with four other co-sponsors.

Halpem graduated from the University of Massachusetts-Amherst with a BA.

Halpem, a Democrat, was elected to the Georgia State Senate in 2021 to represent the state’s 39th Senate District, replacing previous state senator Nikema Williams.

The bill was signed into law by Gov. Brian Kemp on Tuesday, May 12.
