Newly passed bill authored by State Sen. Sonya Halpern aims to revise the Atlanta Independent School System’s governing Act by changing appointment processes, qualifications, and oversight for key positions after winning approval in both chambers, according to the Georgia State Senate.

It passed both chambers as of Thursday, April 2, clearing the House by a vote of 94-75 and the Senate by a vote of 49-0.

The bill, introduced as SB601 on Wednesday, Feb. 25 during the 2026 regular session of the 158th General Assembly, was formally described as: ’Atlanta Board of Education; residency limitations on qualifications for employment of the executive assistant to the board, chief financial officer, and internal auditor; remove’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill revises the governing Act for the Atlanta Independent School System to change how key positions are appointed, supervised and qualified. It removes residency limits for the executive assistant to the board, the chief financial officer and the internal auditor. It clarifies that the superintendent appoints and may remove these roles with the advice and consent of the board and requires the superintendent and board to jointly set performance goals and give the board significant input on annual evaluations. It strengthens requirements for the chief financial officer and internal auditor, defines their reporting duties, preserves the board’s direct access to them and affirms the internal auditor’s access to records and obligation to issue public reports.

In the Senate, 18 Democrats and 31 Republicans voted in favor of the bill, with no opposition.

Meanwhile, in the House, two Democrats and 92 Republicans voted in favor, while 71 Democrats and four Republicans voted against it.

The bill was co-sponsored by Rep. Bryce Berry (Democrat-56th), Sen. Sally Harrell (Democrat-40th), and Sen. Jaha Howard (Democrat-35th), along with four other co-sponsors.

Halpem graduated from the University of Massachusetts-Amherst with a BA.

Halpem, a Democrat, was elected to the Georgia State Senate in 2021 to represent the state’s 39th Senate District, replacing previous state senator Nikema Williams.

The bill was signed into law by Gov. Brian Kemp on Tuesday, May 12.

In Georgia, the legislative process begins when a lawmaker, often at a constituent’s request, works with the Office of Legislative Counsel to draft a bill. After filing with the Clerk of the House or Secretary of the Senate, the bill receives its first reading and is sent to a committee, where most of the debate and fact-finding takes place. If approved, it advances to the floor for a third reading, debate, and a vote. To become law, the bill must pass both chambers, sometimes through a conference committee if versions differ, before being sent to the governor. The governor then has six days during session—or 40 days after adjournment (Sine Die)—to sign, veto, or allow the bill to become law without a signature. The Georgia General Assembly meets annually for a 40-day session beginning the second Monday in January.
