Rep. Marjorie Taylor Greene has announced a congressional investigation into Planned Parenthood, alleging the misuse of federal funds for abortion and gender-affirming care in violation of the Hyde Amendment. The announcement was made in an article.

According to the House Oversight Committee’s Delivering on Government Efficiency (DOGE) Subcommittee, Greene initiated this investigation on June 13, 2025. She cited concerns that Planned Parenthood “may be commingling federal funds and using them for unpermitted purposes” such as abortion services and gender-affirming care for minors. The subcommittee’s press release noted audio evidence suggesting some Planned Parenthood clinics may have provided cross-sex hormones to minors with minimal oversight, potentially violating federal funding conditions. Greene’s probe is positioned within broader Republican efforts to enforce the Hyde Amendment and related executive actions aimed at preventing taxpayer funding of abortion and gender-transition services.

Greene’s letter to Planned Parenthood Federation of America (PPFA) CEO Alexis McGill Johnson highlighted that Planned Parenthood performed more than 400,000 abortions in fiscal year 2023—a 23% increase over the past decade—while its prenatal and contraceptive services declined by 63% and 38%, respectively, even as federal funding rose to approximately $792 million. According to the annual report cited in the letter, 96% of pregnancy services resulted in abortion, with prenatal, miscarriage care, and adoption referrals accounting for only about 3% of such services. These funding and service trends underpin Greene’s concerns that taxpayer dollars intended for non-abortion health services may be redirected to abortion procedures.

The subcommittee also pointed to claims from the Center for Medical Progress cited in Greene’s letter alleging that some Planned Parenthood affiliates entered quid-pro-quo agreements to supply fetal tissue to research institutions like the University of Pittsburgh and UC San Diego in exchange for funding or intellectual property rights. In addition, the investigation flagged raw audio recordings that purportedly show clinics offering minors cross-sex hormones without proper parental consent or medical supervision. Greene’s letter demanded internal financial records, fetal tissue handling protocols, and consent documentation by June 20.

Planned Parenthood Federation of America is a nonprofit organization providing reproductive and sexual health services, including contraception, cancer screenings, STD testing, abortion, and gender-affirming care. It operates over 600 health centers across the United States, with annual patient visits exceeding 2 million and over 9 million services delivered in 2023. Headquartered in Washington D.C., it is led by President and CEO Alexis McGill Johnson and receives significant funding through Medicaid, Title X grants, and other federal programs.
