“The House had no greater priority than to ensure every student across our state has an opportunity to learn in a safe and secure environment,” said Jon G. Burns, State Representative from Georgia. “Today’s final passage of House Bill 268 affirms our commitment to doing just that.”

Georgia House Bill 268, introduced in the 2025 legislative session, is a comprehensive measure aimed at enhancing school safety across the state. The bill proposes establishing an Office of Safe Schools within the Georgia Emergency Management and Homeland Security Agency to assist local school systems in developing threat management policies. It also seeks to create a statewide behavioral threat management operational process and amends existing laws to include offenses related to threats against individuals in schools. The bill was enrolled and sent to the governor on April 9, 2025, after passing both legislative chambers. The Governor’s Office of Student Achievement provides a K-12 Student Discipline Dashboard that offers detailed data on disciplinary incidents across Georgia’s public schools. This data is instrumental in identifying trends and addressing discipline issues within schools. According to the Governor’s Office of Student Achievement, stakeholders can utilize this dashboard to better understand and improve school discipline practices.

In recent years, southeastern states have shown a marked increase in legislative activity concerning school safety. For instance, Alabama lawmakers passed bills mandating the display of the Ten Commandments in public school classrooms and banning pride flags, reflecting a broader conservative agenda. These measures are part of a trend where over 20 states have considered similar laws aiming to address various aspects of school safety and cultural issues within educational settings. According to the Associated Press, these legislative actions have sparked debates over religious expression and LGBTQ+ rights in public institutions.

Jon G. Burns, born on September 4, 1952, is the current Speaker of the Georgia House of Representatives, a position he has held since January 2023. A Republican representing District 159, Burns has served in the Georgia House since 2005 and was previously the Majority Leader. His leadership style is characterized by a focus on collaboration and consensus-building, and he has been involved in various legislative initiatives related to education policy. Burns has a background in agriculture and law, holding degrees from Georgia Southern University and John Marshall Law School.
