On March 5, 2025, Sen. Jason Esteves from Atlanta introduced two legislative bills aimed at reducing housing costs for homeowners and renters in Georgia. The proposed legislation targets companies acquiring residential properties and seeks transparency regarding fees collected by Property Owners’ Associations.
Sen. Esteves emphasized the impact of high housing costs on residents: “For many hardworking Georgians, housing costs are simply too high.” He pointed out that private equity firms and Wall Street hedge funds contribute to the shortage of affordable homes by inflating prices, which adversely affects Georgia families. "Homes are places for people to live, not opportunities for out-of-state investors to make a quick buck at our expense," he added.
The first bill, Senate Bill 313, proposes the establishment of a residential rental property registry designed to hold private equity firms and hedge funds accountable for increasing housing costs. The second bill, Senate Bill 315, calls for mandatory fee transparency from Property Owners’ Associations throughout Georgia. Data indicates that from 2019 to 2024, metro Atlanta experienced a 60% rise in median home sale prices.
