Georgia legislature reviews budget proposals amidst third-week proceedings

The third week of Georgia's 2025 Legislative Session has concluded with a focus on legislation aimed at benefiting families, businesses, and communities. Despite delays caused by last week's snowstorm, the General Assembly remained committed to reviewing budget requests in joint sessions. A balanced budget is considered essential for responsible governance.

Governor Brian P. Kemp's proposal to return $1 billion in surplus funds to taxpayers is one of the session's significant budget plans. This initiative is part of a broader $2.2 billion allocation intended to support various sectors across Georgia. Senator Frank Ginn expressed his support for the governor’s efforts, emphasizing the importance of fiscal responsibility.

Additionally, Governor Kemp has proposed $614.72 million in recovery funding for areas affected by Hurricane Helene, with specific allocations for debris removal and housing assistance from the Governor’s Emergency Fund and infrastructure restoration by the Georgia Department of Transportation.

Tort reform emerged as a priority during a press conference hosted by Governor Kemp on Thursday. Senator Ginn expressed optimism about passing effective tort reform legislation, aligning with leadership officials’ support. "Tort reform is not anti-insurance or anti-lawyer; it’s pro-Georgia consumer," stated Governor Kemp.

Committee meetings are underway to address issues such as school protection and infrastructure strengthening. Senator Ginn also highlighted his co-sponsorship of several Senate Bills, including the “Freedom of Speech and Belief Act,” aimed at protecting First Amendment rights in Georgia.

Senator Ginn encouraged students aged 12 to 18 to apply for the Senate Page Program to gain insight into legislative processes firsthand.
