Georgia House passes bill protecting in vitro fertilization

House Bill 428, which aims to protect in vitro fertilization (IVF) in Georgia, has successfully passed the House with bipartisan support. The bill will now proceed to the Senate for further consideration. This legislation is a key priority for House Speaker Jon Burns during the 2025 legislative session. Sponsored by State Representative Lehman Franklin, HB 428 seeks to ensure that Georgians facing infertility can access medical assistance through IVF.

Speaker Jon Burns expressed his satisfaction with the passage of the bill, stating, “I’m incredibly proud of today’s passage of HB 428 which ensures Georgians struggling with infertility will never have to question their ability to seek medical assistance with starting or growing their families.” He also thanked Representative Franklin and the members of the House for their continued support.

The Centers for Disease Control and Prevention reports that 19 percent of women experience infertility. IVF is recognized as a safe and effective method to help many women achieve their dream of having children. In Georgia alone, more than 2,300 children were born through IVF in 2021.

Representative Franklin shared his personal connection to the issue: “Thanks to the assistance of IVF, my wife and I are expecting our first daughter later this year.” He expressed gratitude towards his colleagues for supporting legislation that preserves what he described as "the life-changing miracle of IVF" for Georgia families.
